EMPAC’s strategic leads are Derbyshire’s Police and Crime Commissioner, Hardyal Dhindsa, and Chief Constable Rachel Swann, on behalf of the East Midlands region.
Hardyal Dhindsa is a psychology graduate, who qualified as a Social Worker from the London School of Economics and went on to 30 years’ experience as a senior Probation Manager in Nottinghamshire, prior to being elected as Derbyshire’s Police and Crime Commissioner.
A Loughborough graduate, Rachel Swann began her policing career in 1994 with Leicestershire Police. A former Assistant Chief Constable at Northamptonshre, Rachel is now the Chief Constable of Derbyshire Constabulary.
EMPAC’s Research Partnerships Manager, who reports to the strategic leads, is Dr John Coxhead. John is a former police officer of 30 years, now employed as specialist police staff. As a ‘pracademic’ he completed his doctorate back in 2006 and has current professorships at Keele and Loughborough Universities, as well as being external examiner at Sheffield Hallam University (undergraduate policing), Manchester Metropolitan University (MA Applied Criminology) and the University of Wales Trinity St David (MSc Policing Leadership). He is a resident journalistic columnist with Police Professional (the UK’s biggest selling policing publication) and his most recent book – Research for Police Professionals – is co-authored with Professor Ken Pease (University College, London).
